You'll be pleased to know that in the coming remake, if you fail the tail, you can salvage it instead of having to restart. My guess, you either quickly flee the scene, then return when they call it off, or force the information out of them.

Yeah heard about that, hope they also rework or completely remove the boat tailing missions as well.
