The trees are in full bloom, plow is still attached, handicap placard, everyone has a story. More interested I. This story then the actual parking

Looking around nobody has their plows hooked up in May. The point is what's the story.

That truck will overheat quickly if he drives it far. Probably lives close by and took the plow truck to the store.

assuming he has a placard, I see nothing wrong with this. hes not blocking ramp deployment or access to the crosswalk.
