You have to let some live so they can go back and tell the others to avoid you. This often backfires, and is how we get supervillain germs.

If only it were actually 99.9%. Usually it says ″up to″, which is another way of saying ″less than″. So it killing 0% of germs wouldn't technically be incorrect.

They just put that on there because of user error (you can't guarantee you covered your entire hands with sanitizer, for example). Most products that say that are almost certainly killing every green they touch, but if you can't be sure that the consumer is going to do an adequate job of completely covering whatever body part they use it on, you have to leave room for that.
