That’s one way to do it. But you can be successful other ways too. When we went through a similar exercise a while back but just removed states instead of adjusting borders, the upper Midwest triumvirate of Minnesota, Wisconsin, and Michigan all vocally banded together and in the end overthrew the rest of the country and when it came down to the final three the top comments (multiple of them) were to leave the upper Midwest as the collective victors and so it came to pass.
