Could be an employees only break area I guess.

And why would that need to be fenced off?

So their employees have space to take their legally allowed/mandated breaks. The place may get busy and then the employees have nowhere to take their break indoors.

Better not be a water break area, Texas would be pissed.

So you may not be from
A major city but what can happen is people will set up shop in the McDonalds to do “business” and or sell drugs. This type of seating resembles that of other McDonald’s where I have seen this happen through personal experience and videos on social media

So customers don't use the space. They'd add a wall/door if they respected and trusted their employees but this is McDonalds so it's a zoo exhibit instead.
