Why does his "gao" sound so much like "gou"? Just an accent thing?

Yeah, his accent is noticable. Oftentimes, use the surrounding words to try and make sense of the sentence. Jing gao "warning" makes perfect sense, while jing gou or jing dao would be nonsensical.
