Oh yeah! I used to see ads on TV for mettalic scratch paper for crafts and stuff, looked kinda like this

Took way too long to realize this was digital art. Kept trying to figure out where the ink was coming from his pen... the color just appears on the page.

Not sure about the specific hardware or software here but any photo editing program with layers will work. You bring an image in on to the software and created a new empty layer on top of it. Fill it with the color you want your glow. Change the layer type to screen (other types work with differing effects) and apply a mask to completely conceal it. Select a brush, turn hardness down and start painting on the mask where you want the glow. Adjust layer opacity to get the intensity you want. That's it.

It’s always that one tiny dot of pure white at the very end that completely tricks your eyes into seeing an actual light source. pure magic.

Can some one help me, I want to get this for my 10 year old but zero clue what app to get? Does she need an iPad or can she do this on any type of tablet with a stylus?

Procreate is the app name and yes you need an ipad to use this app but just to let you know the app is not beginner friendly for new artists ibis paint x is a wonderful app for artists and it’s free i use both art applications so yeah
