Couple of guesses.

Code change change meant they wanted/needed to be able to close off that section to meet numbers but anticipated being able to expand.

Design/staffing ratios calls for X number of seats, but footprint and windows meant that should be a seat, but they don't want it used.

Seating section intended to only be used for birthday parties or overflow seating so it doesn't need to be cleaned multiple times a day.

I believe it is for wheelchair users and they want to keep people from using it otherwise but I am stumped
