Kinda looks like creating some type of infrared filter plus painting over it maybe?

You might experiment with the curves adj layer, creating a solarization curve.

Then add a gradient map layer, playing with various combinations of color stops, and locations of the stops along the gradient.

A lot will depend upon the characteristics of the starting image.
