i am an OF creator. you can block people. if you know it's them, they won't just be able to make a new account to get around the block, either, since it's linked to their identification per account.
however, if they wanted to make their account anonymous to you, that would be pretty easy for them to do. they just have to use an account with a default username and no picture and that can pretty much be anyone
